The 60-second version

  • The signalling between East Putney and Wimbledon dates back to the 1980s. TfL has admitted in writing that the branch's train-tracking kit includes “life-expired equipment” that is “prone to faults”.[1]
  • The central District line is being modernised with a new computer-based system.[2] Our branch was dropped from that programme[3] — TfL's own FOI response confirms the new signalling stops “as far as East Putney station”.[4]
  • Old signalling is deliberately fail-safe: whenever any part of it is in doubt, signals go red and everything stops. Forty-year-old equipment produces a lot of doubt.
  • Our track is shared with South Western Railway's mainline trains, so upgrading it is genuinely harder — and that's exactly why it was dropped.[3]
  • The works announced for 2026 fix the information boards and patch the old equipment. The signalling that causes the delays is not being replaced, and there is no funded plan to replace it.[5]

What signalling actually does

Signalling has one job: keep trains from hitting each other. The traditional way — what our branch has — chops the line into blocks and enforces one rule: only one train per block.

To do that, the system needs to know where every train is. On old signalling this is done with track circuits — a small electric current running through the rails. A train's wheels short the current, which tells the system “this block is occupied”. Simple, but temperamental: moisture, rust, debris or one corroded connection can make a track circuit lie.

Everything is wired into an interlocking — the safety brain that physically refuses to show a green signal into an occupied block. And the whole thing is designed to be fail-safe: if anything is in doubt, signals drop to red. A wet track circuit that might be a train is treated as a train.

That last part explains our daily experience. The system isn't dangerous when it fails — it's safe and stopped. Every fault, however small, becomes red signals, queued trains, and a platform full of people watching a board that says nothing useful.

Why ours keeps failing

1. The equipment is past its design life. The branch runs on signalling dating back to the 1980s. Spares for equipment that old aren't manufactured any more — failed parts get repaired or scavenged, so faults take longer to fix and come back. TfL's own words, in a Freedom of Information response:

2. The branch is a boundary — and boundaries are where things break. TfL owns the track (it bought the branch from British Rail for £1 in 1994),[6] but Network Rail maintains the signalling because South Western Railway's mainline trains share the line.[4] Underground trains, mainline trains, two owners, two control rooms. Interfaces are where train-tracking gets lost — which is why our boards so often show trains that don't exist, or miss the ones that do.

3. Failures here don't stay here. Nearly every District line train starts its journey on one of the western branches. So when a track circuit fails at Southfields, trains queue back through Putney Bridge, Parsons Green and Fulham Broadway, services get turned short or cancelled, and the delay ripples across the whole line — including the shiny modernised bit. Upgrading the middle of the line while leaving its feeders is like repaving the motorway but not the on-ramps. This is how a branch fault ended up causing two days of delays during the opening week of the 2025 Wimbledon Championships, as reported in the local press.[5]

What's being fixed — and what isn't

Being fixed: the information boards. A new data link between Network Rail's Wimbledon signalling centre and the Underground's control centre is due in the second half of 2026. When it's live, boards at every branch station should finally show accurate predictions and destinations.[4] Worth having — but it changes what the boards say, not how the trains run.

Being patched: the old equipment. In April 2026, TfL and Network Rail confirmed an upgrade of track circuits and fault-monitoring equipment on the branch — making faults easier to detect and fix. Genuinely useful. But as the local press headline put it, the changes “fall short of full modernisation”: it's maintenance of a life-expired system, not a replacement.[5]

And the patch has not held. The £500,000 package TfL announced before the 2026 Championships failed three times inside a fortnight: a signal failure at Parsons Green the same evening TfL said the branch was ready, severe delays from an engineering overrun on 4 July, and a signal failure at Wimbledon on 8 July that suspended the whole branch. The fault-monitoring system's switch-on was postponed at the last minute, with no new date given, and TfL has not confirmed it is running.[7]

Not being done: the actual re-signalling. TfL's FOI response is unambiguous about where the modern system stops:

This wasn't an accident of ageing infrastructure — it was a decision, written down. Facing pandemic-hit finances, TfL reviewed the modernisation programme in September 2020 to “assess and challenge both cost and schedule”, and decided the District line's western branches “will not be re-signalled as part of this programme”. It was first reported to TfL's Programmes and Investment Committee on 11 December 2020,[8] restated in a dedicated committee paper in July 2021,[9] and again in a June 2024 board paper.[10] Network Rail, which maintains the branch's signalling, has confirmed it holds “no funding decisions, budget allocations, or timeline documents for any signalling replacement”.[11]

But TfL wrote it as a deferral, not a permanent no. In that same December 2020 report — and again, word for word, in July 2021 — it kept the door open:

The industry press recorded the reasoning behind it — and framed the same decision as conditional:

“The original intention of providing an overlay system to provide ATO has been viewed as unjustifiable at the present time in view of the lower traffic density and the complications arising from joint running with other operators.” Rail Engineer, May 2023, reporting the Four Lines Modernisation descope

“At the present time” was three years ago. And one of the two stated complications — joint running with another operator — looks different now: since May 2025, that operator's services are run by the publicly-owned South Western Railway.[12] The obstacle became a lever.

Who can fix it

The Mayor and TfL own the track and decide what's in the modernisation programme — our branch was dropped from it, and only they can put it back in.

The Government controls the operator whose trains share our track — publicly owned since May 2025[12] — and sets the capital funding settlement that pays for Tube signalling: the current one funds new signalling on 40% of the Tube, just not here.[13] The old excuse ("it's complicated, another company is involved") now points at bodies that are all publicly accountable.

Nobody is left to point at. That's the case we're making — with your name behind it.

Jargon decoder

Track circuit

The classic train detector: a low current through the rails that a train's wheels short out, marking the block as occupied. Fail-safe but fragile — weather, rust or a broken connection can fake a train (everything stops) or lose one (the boards lie).

Block

A section of track that only one train may occupy at a time. Old signalling uses fixed blocks with set boundaries; modern systems use a “moving block” that travels with each train, letting trains safely run closer together.

Interlocking

The safety brain. It physically or logically prevents conflicting movements — no green signal into an occupied block, no route over points that aren't locked. On 1980s systems this is typically rooms of electromechanical relays.

Points

The moveable rails at junctions that steer trains between tracks. The system must detect them locked in position before signalling a route — a “points failure” means it can't, so everything through the junction stops.

Train Describer (TD)

The tracking layer on top of the safety system: it follows each train's identity and feeds the platform boards and control room. It can fail without any safety risk — which is why the boards can be nonsense while trains still run. This is the system TfL described as including “life-expired equipment”.

Fail-safe

The design principle that any doubt means danger: unclear sensor reading, signals go red. It's why old kit causes so many delays — the system can't tell “flaky sensor” from “train present”, so every glitch stops the railway.

CBTC — Communications-Based Train Control

The modern replacement being installed on the central District line (the “Four Lines Modernisation” or 4LM). Trains continuously report their own position by radio, so most fragile trackside detection disappears. Enables ATO — automatic train operation, where the train drives itself between stations with the driver supervising.

4LM / SMA

The Four Lines Modernisation: the re-signalling of the Circle, District, Hammersmith & City and Metropolitan lines, rolled out in numbered chunks called Signal Migration Areas (SMAs). SMA12 — Fulham Broadway to East Putney — is the chunk that ends where our branch begins.

Trip cock

A mechanical arm on old signalling that automatically applies a train's brakes if it passes a red signal. The branches keep trip cocks because they keep the old signalling.
